TOURIST  FLOATING HARBOURS

VARIOUS PROJECTS' ILLUSTRATION

Lately, also in consequence of a growing success and development in the italian shipbuilding industry of amusement navigation, it pointed out the
need of more boat’s places in our country
and an acceleration in the construction of new tourist harbours and a retraining of the existing but partly
deteriorated.
The recent legislative measures pro Italian harbours updating, regarding consistent but not
sufficient investments, the speeding up of bureaucracy
in giving construction’s authorization and
a more convenient and modern leasing contract for new craft, in a near future shall drive to a growing
demand of further berths for permanent and temporary nautical tourism.
In consideration of the huge lack of boat’s places in Italy: for 400,000 boats and 450,000 small boats we have only 116,000 places available, without
consider and all the crafts landing abroad
in the bordering country. The prospective of this fast occupation makes realistic the construction of new
wet docks and all the economic activities that can follow .
Recent articles, about Genoa Boat Show, touched upon the possibility, also for tourist harbours,
to accede to different kind of public funds: community,
national and regional from Local Authori
ties by the “project financing”, that is a partnership with groups of private investors.

In this context, the society SVILUPPO ITALIA SPA through a controlled firm, “Italia Navigando spa”, is engaged in realizing and retraining of 50 tourist
harbours in our country in order to place
a network of 25.000 boat’s spaces for the seamen. Looking at this situation, it seem to me reasonable put
to the attention of possible interested parties: Public Autorities, private investors or holding companies some new models of “little
tourist  floating
artificial harbours” planned by myself , which main characteristic is “minimum environmental impact”.

 
 

INTERESTING DETAILS OF PROJECTS

Considering that this kind of tourist harbour can be realized, in optimal conditions, only on coasts where soundings have at least 4-5 metres deep to
the limit of the concrete pier that links it to the shore, its principal peculiarity are:

1) – minimal occupation of the space on the coast: from 50 metres to a maximum of 200 metres depending on bigness and type of chosen system;

2) – short use of cement works and therefore minimum impact on soundings in vicinity of the shore: in some cases it could be used a pile-structure
system as support base;

3) – it doesn’t come out any trouble to the regular undercurrent trend;

4) – same or reduced costs, on the basis of different models, compared to the same concrete construction with  their bulky sea front’s reefs. Theese
costs can be retrieved thanks to the sale of “real estates” or useful areas inside the harbours;

5) – possibilities of future enlargements or changes without big difficulties thanks to the modular structure of the main components;

6) – easy substitution and repair of external barriers in case of heavy accidental deteriorations that can happen during the years and force to an
extraordinary upkeep in the dockyard. This is dues to a kind of assembly which allows to separate , without damages of great importance, the 
soaked hulls portion from the emerging and replacing it temporarily with a cage system that can contain a appropriate number of  floats;

7) – transfer possibilities of the whole port structure in an other place when unforeseeable needs should require;

8) - reduced maintenance of hulls thanks to structures build with metal alloy suitable for the sea environment both with worked rolled through newer
and effective treatment “antifouling” and with proceeding to the covering of plates with epoxy resins that guarantee their duration for 45-50 years
without particular needs of refitting interventions. On the other side, with higher costs, titanium can be used for parties more difficult to replace,
but this means they will be much more resistant to the corrosion for at least 100 years;

9) – strength and elasticity of the structures that are well sheltered from sea’s strength, even when
is rough, giving big security to boats and peoples lodged in the port area;

10) – short time in building works on the sea-side thanks to standardized prefab that can be set,
in conformity to the case, on a series of cement pillars with functions of pileworks;

11) – rapidity in assembling of varied harbour structures that are composed by a series of metal hulls with particular shapes connectable in an 
elastic way one to each other, and can be construc
ted in shipyard before or simultaneously at the linking works to the mainland;

12) – three kind of anchorage systems are utilizable. Their chose depends essentially both on the soundings and on strength of  sea streams:

a) - “to dead body”, means that the anchorage is composed of a big chain, which end leans on the sae bed, that is linked to one or more blocks
of concrete or metal pieces of different     shape and  considerable weight that operate as anchor;

b) – in case of  sandy sea floor with stream of great strength it can be convenient to use the “suction pile technology”, that is a system which, through
a water suction driven inside a particular cylinder, vertically laid on sea bottom, brings to a forced planting and a big stability; on the top of  it they
are put one or more steel components to hooking chains coming from sea surface;

c) – in case of a rocky seabed it can be used the “drilled pile anchoring system” that consist in a offshore drilling and a following insertion of  a metal
cylinder, provided with big rings on the top, from which numerous series of  retractile sharp “teeth” get driven out and will stick into the rock locking it;

d) – a fourth and new, because of recent conception, anchorage support system utilized additionally and as reinforcement to the preceding
“traditional”, is that of using one or more series of "hydrodynamic resistance plates" that allow a “mid-water anchorage”. They circumscribe without
closing a part of the water mass under the hulls, making more difficult and slow the moving, in vertical and horizontal way, of floating constructions
from which keels they depart, and  that could be induced them in presence of a strong wave motion on surface;

If we consider that the hulls are equipped, under the keel, of system that give elasticity  to the anchor’s chains in the hooking point, there we can see
the big stability and the lack of strong and troublesome vibrations that make more attractive and interesting this kind of floating little harbour.

 
 

USEFUL INFORMATIONS AND EXPLANATION

As illustrated above and showed in designs and relative descriptions of projects that can be seen throw links listed below, every little harbour have
his own characteristic that really differentiate it
from the others models and can make it more or less right to a coast or an environment.

The proposed examples are only some of numerous possibilities realizable with floating barrierhulls and everyone can have their various peculiarity
and total dimensions that involve naturally different costs.

Former experiences in this sector have showed the best and faster way to realize this kind of works that involved a partial public investment linked
to a “project financing” supported by private entrepreneurs and investors. This allows to find, in short times, when the project is interesting, the 
necessary resources to a fast building of tourist harbours. Most investments will be get back in
brief  time, and the rest in the medium-long additionally
to a fair margin of profit.

Just an example to clear up in what way this can happen: if we have a total cost of 100, the public financing could be 30 and this means that private
should give 70.
When work will be completed, since it has been stipulated an agreement that privates manage the harbour for 25-30 years, since
in 4-5 years it succeed in selling to boat’s owner and all the peoples interesting in like trader, artisans, restaurants etc at least 70-80% of available
“real estates”: boat’s places, garages, flats, offices and every usable space for activities described above, then every investments can be retrieved
and reinvested.  
For the part get back in longer time, advantages are obtained from profit of managing the structure and from the exclusive concession
in real estate trading.

Fixed that at the end of  the agreement, the ownership of harbours, excluding sold, goes to the promoting Local Authority, the managing of the harbour
can be kept, with a new contract, by preceding societies.
 The remaining unsold real estates could be bought from the Local Authority but at the starting
selling price plus legal interests till to agreement maturity.

This kind of initiative could reveal itself useful, in particular in southern Regions rich in beautiful environment often unknown , to give an huge impulse
to a tourist development that can bring welfare to the local populations giving them, through these constructions and following economic activities,
new steady and qualified work’s occasions that can stop the incessant  emigration to the northern Italy or foreign Countries.
 
 

SOME PROJECT’S SPECIFICATION

Going into details of various typology represented in this website we can see at least 4 categories of tourist harbours showed in particular under its
size aspect that can offer or less a certain number of services:

      1) - SMALL : generally in pentagonal outline with two sides facing to open sea that can have a
             semicircular shape; inside we can realize 110-130 boat’s places  according to craft’s length;
      2) - MEDIUM-SMALL: same mould but bigger dimensions; 240-280 boat’s places;
      3) - MEDIUM: hexagonal shape; 350-400 boat’s places;
      4) - LARGE or “MARINA”: octagonal shape; 650-700 boat’s places, some of big length;

We can also realize a series of infrastructure useful for a temporary landing, not a real harbour but anchorage points, in specific coastal areas with
little gulfs or small bays, that could offer transitory stays and good protection to crafts.

In any case, this kind of landings can be easily built also on ordinary rectilinear coasts by segments of floating breakwater that, opportunely ballasted
and positioned, can safely face even the stronger sea-storm.
In every project above indicated we can find or plan smaller harbours with characteristics that depend  both from different local environment  and from
investor’s needs.
Total costs of works, could change when get the “final project”, variation of 5-10% more or less considering different elements or changes request
from buyers.
The number of boat’s places, calculated on balanced “mix” of  craft’s length, generally from 10 to 40 metres with predominance of shorter or medium
size but not obligatorily, is likely to depend on their composition established in the “executive project”.
   


CONVENIENT DEEPENING FOR LOCAL AUTHORITIES AND INVESTORS

As above-mentioned, Local Agencies’ Administrators of coastal areas, especially in Southern Italy, where we have normally the most delay on tourist
port’s development, should undertake in this sector because they can get, as also indicated in Italia Navigando spa’s programme, the following
advantages and engagements for weak local economies:

1) – Increase of tourist attraction skill and its rooting in the country;

2) – Promotion, guidelines and coordination of territorial development with the goal of realizing  the so-called “Integrated Tourist Poles”;

3) – Increase in value of huge local resources and treasures: architectural and landscape beauty, historical, cultural, artistic, artisan and
oenogastronomic patrimony that wait only to be discovered;

4) – facilitation and increase of young entrepreneurial class in the industry of tourism, restoration and hotel;

5) – consolidation and qualification of the local small and medium firm system that could enlarge mostly in commercial, financial and artisan activities;

6) – On Agreement maturity (25-30 years) with “project financing’s” Investors, the promoting Local Authorities find themselves as owner of main port
infrastructures without pay out the huge capital necessary for their building.

With regard to Private Investors, they can obtain great advantages from this kind of investment that we can call, in improper way “real estate”.
In fact, incomes deriving from sell: 80/90% of boat’s places + 80/90% of shops, offices and labs realizable on inner side of the  harbour’s protection
barrier + all apartments and offices available inside the directional tower, excluding the ground and the top floor + 80/90% of inner garages and
exterior car’s places, cover the most part of the expense, in different way, considering model and size of the planned little harbour.
